of Russians believe that their families need better housing conditions.

To reach the figure of 35 square metres per person (the norm in most Western countries), Russia needs to increase its housing stock by a factor of 1.5. Taking into account the need to replace dangerous, old, obsolete and inadequate housing, the amount of required construction should reach 70-80% of the available stock.

These data are presented in the report by Nadezhda Kosareva, Academic Supervisor of the HSE Graduate School of Urban Studies and Planning and President of the Institute for Urban Economics, called ‘The New Housing Strategy’.
